Meadows at Yaphank (aka The Boulevard)

NPV prepared the Draft Generic Environmental Impact Statement (GEIS), Planned Development District (PDD) change of zone and multiple additional services for a 322± acre site in Yaphank, Town of Brookhaven approved as “The Meadows,” and now known as “The Boulevard.” The PDD features a high-quality mix of retail, hotel/hospitality, assisted living and office and uses totaling 1.032 million square feet of floor space, nearly 1000 residential units, and numerous public open spaces, pedestrian plazas and public use athletic fields. The project incorporates green infrastructure for stormwater management, sustainable design principles and wastewater treatment. The GEIS included impact evaluation regarding geological, surface and groundwater (with particular emphasis on potential impacts to the Carmans River, nitrogen and pollutant loading), ecological, transportation, land use, zoning and land use, community services, aesthetic, air, noise and cultural resource impacts, as well as appropriate mitigation measures. NPV prepared Fiscal and Economic Impact Analysis, which quantified tax revenue benefits (community service taxation and school district impacts) and economic benefits (economic ripple effect of construction and operational jobs, as well as mortgage recording tax revenues). A Commercial Market Analysis was prepared by NPV to establish the need for additional commercial/retail space that could be supported within the locale and region. The project is located in the Central Pine Barrens and was classified as a Development of Regional Significance (DRS) requiring approval by the Central Pine Barrens Commission (CPBC). NPV prepared the CPBC application, demonstrated conformance with all applicable standards and guidelines and processed the project for DRS approval. NPV also completed wetlands permits under NYS Environmental Conservation Law (ECL) Article 24 and Town of Brookhaven Chapter 81, as well as Article 11 endangered species surveys for the eastern tiger salamander and the persius duskywing and obtained approvals of NYSDEC under Article 11. NPV has prepared Phase I Environmental Site Assessments (ESAs) for project phases. NPV continues to provide fiscal and school district impact updates for project phases as the long-term construction program is implemented.
