The proposed project involved the construction of a nine-story residential building containing approximately 177 dwelling units designated as Affordable Independent Residences for Seniors (AIRS). In addition to the dwelling units, the Proposed Project would provide a community facility space (approximately 1,554 SF) and recreation space (approximately 3,831 SF). Supportive services would be provided for residents by a non-profit partner, Hebrew Home for the Aged. The proposed action involved funding through HPD’s Senior Affordable Rental Apartments (SARA), U.S. Department of Housing and Urban Development’s (HUD) Home Investment Partnerships Program and Project-Based Section 8 Vouchers, New York State (NYS) Housing Finance Agency tax exempt bonds, and NYS Homes and Community Low Income Housing Tax Credits (LIHTC) and Supportive Housing Opportunities Program (SHOP).

NPV prepared the CEQR Environmental Assessment Statement (EAS), Environmental Assessment Form (EAF) and supplemental environmental assessment and documentation required by NYS Homes and Community Renewal, and the NEPA Environmental Assessment (EA) for the proposed project under HPD as Lead Agency. The EAS included an open space assessment, City Landmarks review, noise assessment, air assessment, and a shadow analysis pursuant to CEQR requirements. The NEPA EA also required a Thermal Explosive Hazard Survey, noise and airport clear zone assessment. A Phase I ESA and Phase II Work Plan were also prepared to determine whether past use affected the subsurface resources of the properties.
