North Brooklyn Opportunities Project

NPV prepared the CEQR EAS and NEPA Environmental Assessment (EA) for the proposed construction of four separate affordable housing buildings and the renovation of one existing building located on five separate lots in Williamsburg Brooklyn. The project involved constructing financing through HPD and funding assistance from U.S. Department of Housing and Urban Development HOME program, thus requiring CEQR and NEPA review administered by HPD as Lead Agency. The EAS required industrial source screening, historic/Landmark review, air dispersion modeling and noise assessment/attenuation mitigation. A Phase II ESA was completed for the five properties due to past uses of the subject properties. The findings of the Phase II ESA indicated remedial actions were necessary on three of the five properties. A Remedial Action Plan was completed, recommending the excavation of soils on two sites, the grading of clean fill/top soil across excavated areas, and the installation of a sub-slab soil vapor barrier beneath the basement concrete floor of one site.
