NPV was selected by PSEG to provide environmental services on an as needed basis (2016 to present). NPV performs a wide variety of on-call environmental consulting and permitting services including freshwater and tidal wetland delineations and permitting per New York State and Federal guidelines; NYS Dept. of Transportation (NYSDOT) highway permit plans, Stormwater Pollution Prevention Plans (SWPPP) and application preparation for local, state and federal environmental permits, State Environmental Quality Review Act (SEQRA) review, analysis and administration. These have ranged from environmental assessment forms (EAF) and visual analysis for new pole installations, to more complex SEQRA analysis including EAF Supplements for the Montauk and East Hampton battery projects and an environmental impact statement for the Bridgehampton to Buell New 69 kV Underground Cable Project. Environmental review and permitting services have been conducted on a range of activities, including upgrades of transmission infrastructure to conform to FEMA Storm hardened design guidelines, new transmission cable installations and replacement of existing electrical infrastructure. NPV routinely conducts desktop reviews of proposed projects to determine regulatory applicability as well as freshwater and tidal wetland delineations across Long Island and the Rockaways. Additionally, NPV has prepared Notice of Commencement packages or individual permit applications for several PSEG projects. NPV/N+P have prepared numerous SWPPPs for substation improvement projects and transmission cable installations and provides weekly SWPPP inspection during construction activities. NPV has assisted in environmental restoration plans and restoration implementation, including preparation of Health and Safety Plans (HASP) and HASP oversight during installations. NPV has also completed Phase I Environmental Site Assessments and groundwater monitoring wells for various locations.
