Hicksville Downtown Revitalization

Project Location: Hicksville, NY
Client: Town of Oyster Bay

NPV was selected by the Town of Oyster Bay to assist the Town in its development of a planning and zoning framework that will foster quality development and redevelopment and will implement the Town’s vision for a revitalized Hicksville Central Business District. Key elements of the project include:

  • Identification of appropriate sub-district boundaries of Downtown Hicksville;
  • Preparation of code language for the subdistricts of the Downtown;
  • Graphic code elements;
  • Design standards to guide development and achieve quality architecture and enhancements;
  • Compliance with the State Environmental Quality Review Act;
  • Revisions to the existing zoning map;
  • Presentations to the public and assistance with adoption of zoning code amendments.

NPV worked with the Town in a collaborative fashion in the development of a form-based code that will support the type of development that is envisioned for downtown Hicksville. NPV finalized the code amendments and design guidelines, prepared the draft local law and presented to the Town Board and other agencies. The Town Board adopted the code in March 2021.
