This project involved an application by HPD, on behalf of the project sponsor for an Urban Development Action Area (UDAA) designation and Urban Development Action Area Project (UDAAP) approval of City-owned properties in order to facilitate the construction of three affordable housing buildings on three separate properties (totaling 4 tax parcels), one building with a ground-floor retail use. The proposed buildings would contain approximately 42 residential units (including one Super’s Unit) in a six-story and (2) four-story buildings. The project would convert currently vacant land into a Quality Housing development that would serve households at a range of affordability levels. The project sponsor would also include construction financing through HPD’s Neighborhood Construction Program (NCP) and Low-Income Housing Tax Credits. NPV prepared the SEQRA Environmental Assessment Form and CEQR Environmental Assessment Statement, which included an analysis of shadows, natural resources, hazardous materials, air quality and noise. A Phase I ESA, Phase II Work Plan, and Phase II ESA were also prepared to determine whether past use affected the subsurface resources of the properties.
