Town of Southhampton Adopts Hampton Bays Downtown Overlay District Form Based Code

Aimed at revitalizing the downtown area and retaining local character, the Southampton Town Board recently approved a form based code for the Hampton Bays Downtown Overlay District HBDOD, The new overlay district encompasses 54.8 acres from Ponquogue Avenue to Springville Road extending south to Good Ground Road and north to Good Ground Park.

Nelson Pope Voorhis (NPV) along with their affiliate Nelson + Pope assisted the Town with the preparation of all necessary documents required for the Town’s State Environmental Quality Review Act (SEQRA) review for this project, including preparation of a Supplemental Generic Environmental Impact Statement, Traffic Impact Study, Market Study, 10-Year Theoretical Build Analysis, Downtown Parking Analysis and SEQRA Findings Statement.

The environmental review included close cooperation with the Town and extensive outreach with community service providers and regulatory agencies. The SGEIS produced numerous mitigation measures, identified preliminary infrastructure needs for future development, and lead to necessary revisions and amendments to the code to ensure that impacts will be avoided or properly mitigated to the maximum extent practicable. NPV also prepared the SEQRA Findings Statement, which led to the successful completion of the SEQRA process and ultimately to the adoption of the HBDOD and Form Based Code by the Town Board.
