NPV prepared the SEQRA Environmental Assessment/EAF Supplement and SEQRA documentation for the Richmond University Medical Center’s (“RUMC”) proposed emergency department and adult psychiatric inpatient unit relocation/expansion and modernization. The project included the relocation and modernization of the RUMC’s existing Emergency Department and the 71,039-gross square foot expansion of its Adult Psychiatric Inpatient Unit at its main 13.875-acre campus at 355 Bard Avenue, West New Brighton in Staten Island, Richmond County. The project was partially funded by the Dormitory Authority – State of NY, and therefore required review under SEQRA. The environmental review followed SEQR and the City Environmental Quality Review Technical Manual was used as a guide with respect to environmental analysis methodologies and impact criteria for evaluating the Proposed Project, including a wide range of analysis (traffic, parking, air quality, noise, community services and Alternatives Analysis review by the Office of Parks Recreation & Historic Preservation as a portion of the hospital was determined eligible for listing in the State and National Registers of Historic Places.
