James Caples Park

James Caples Memorial Park is located at the end of South Bayview Avenue on the Great South Bay in the Village of Amityville. The Park encompasses softball fields, soccer fields, basketball courts, playgrounds, the Village beach pavilion, concession stand, waterfront activities such as supervised swimming, sailing, and swimming lessons, and a beach. The parking lot pavement had reached the end of its’ service life and was in dire need of replacement.

Due to its proximity to the Great South Bay, coordination with NYSDEC and development of a Stormwater Pollution Prevention Plan (SWPPP) pursuant to Environmental Conservation Law Article 17, Titles 7 and 8 and Article 70 was required. N+P performed a pavement evaluation and recommended a mixed-in-place reconstruction. Additional amenities included two (2) bio-retention areas to treat stormwater runoff, concrete sidewalk to provide pedestrian access to the beach, pedestrian safety features including crosswalks on a raised speed table and handicap parking, and new pavement markings.

N+P/NPV provided topographic survey and base mapping; coordination with NYSDEC and acquisition of NYSDEC SPDES Permit; preliminary construction cost estimates; preparation of Final Plans, specifications, and estimate for construction of the proposed parking lot. Also included was assistance with public bid and recommendation for award along with general construction support services, and Construction Inspection.

Additionally, in 2020, N+P/NPV assisted the Village in preparation of designs and necessary wetland permitting for a shoreline stabilization project on the west side of the park.  The project involves the construction of a stone revetment, replacement of the existing bulkhead, reconstruction of sidewalk and installation of wetland plantings to address shoreline erosion and to restore pedestrian access to the existing fishing pier. The permit design plans and wetland applications to the NYSDEC, Army Corps of Engineers, and NYS Dept. of State were prepared.
