NPV prepared a Phase I/II ESA and CEQR Environmental Assessment Statement (EAS) for review by New York City Department of Housing Preservation and Development (HPD) for a proposed change of zone from R7-2 to R8A for the block and the site-specific development of a ten-story community facility and residential building in Harlem, New York. The project involved HPD and HOME funding and was also reviewed and certified by HPD. The CEQR EAS analysis included a full Tier 1, 2 & 3 shadow analysis, open space assessment, historic/City Landmarks review, as well as noise assessment and attenuation for the building’s heating and ventilating systems.
NPV completed the Phase I ESA, as well as the Phase II ESA and remediation planning and oversight of remediation activities conducted pursuant to the New York City’s Office of Environmental Remediation (OER) Voluntary Cleanup Program (VCP).
