Meet the people that shape NPV

Nelson Pope Voorhis is managed by six partners who are experts in providing the highest quality environmental analysis, environmental assessment, and land use planning services.  Partners work directly with clients from project start to finish. Our primary focus is to provide quality services that meet the needs and goals of our clients with professionalism and integrity. At NPV we pride ourselves on being extremely responsive to each client’s request.

Carrie L. O’Farrell, AICP

Carrie L. O’Farrell, AICP is Senior Partner and Manager of the Environmental Resource and Wetlands Assessment Division at NPV’s Long Island Office with over 20 years of experience. Ms. O’Farrell is a trained environmental scientist with applied planning experience and is expert in NEPA/SEQRA and land use regulations, drainage and stormwater issues, wetland and stormwater permitting and is diverse in ability to conduct environmental planning analysis. She has overseen the preparation of numerous environmental impact statements, assessments, SEQRA/NEPA administration actions, harbor management plans, planning and zoning law review and preparation, stormwater permitting and erosion control compliance documents and wetlands and coastal permits. Ms. O’Farrell has been at the forefront of the NYSDEC SPDES Phase II stormwater permitting & compliance program since 2002, both in assisting MS4 designated municipalities in Long Island with the creation and implementation of Stormwater Management Plans and in the preparation of Stormwater Pollution Prevention Plans (SWPPP) for construction projects. Ms. O’Farrell regularly works with staff engineers in development of stormwater management solutions in sensitive environmental areas and manages the completion of all SWPPPs prepared for construction projects.

Steven McGinn, CEI

Steven McGinn, CEI is a Partner and Manager of the Phase I/II Assessments & Remediation Division at NPV’s Long Island Office. Mr. McGinn has over 30 years’ experience in the environmental field and is a USEPA certified Asbestos Inspector and has completed the 40 Hour OSHA HAZWOPER training.  Mr. McGinn has completed and/or supervised the remediation of numerous sites over the past 20 years of employment with Nelson Pope Voorhis.  He routinely manages numerous site assessment and remediation projects concurrently and oversees a staff which includes environmental analysts and geologists.  The division possesses numerous pieces of equipment for site assessment and sampling, including Ground Penetrating Radar (GPR), three Power Probe sampling rigs (for soil, soil vapor and groundwater samples), ISCO Influent/Effluent sampler and a pipe camera.

Kathryn J. Eiseman, AICP

Kathryn J. Eiseman, AICP is a Partner and Manager of the Environmental & Community Planning Division at NPV’s Long Island Office. Ms. Eiseman is a certified planner (AICP) with over 25 years of experience in environmental planning and manages both private and public planning projects.  Ms. Eiseman excels in the preparation of products tailored to the target audience, including written products, graphic depiction of numeric data, engaging presentation materials and mapping.  Ms. Eiseman oversees complex projects which require a customized approach and application of a wide field of knowledge and skills.  Current and past projects include Brownfield Opportunity Area Studies (Steps I, II and III), Local Waterfront Revitalization Programs, corridor studies, customized zoning codes, TOD plans, and redevelopment feasibility studies.  She is skillful in managing complex projects and working with team members both in house and as sub-consultants.  Ms. Eiseman is experienced in the art of public participation and education and tailors her approach to the unique needs of each project/community.  She is an enthusiastic and creative planner who endeavors to bring a fresh approach to each project as well as to her position as Treasurer for the Long Island Section of the American Planning Association.

Bonnie Franson, AICP CEP, PP

Bonnie Franson, AICP CEP, PP is a Partner in NPV’s Hudson Valley Office. She has significant experience in environmental and land use planning and SEQRA/NEPA review and has been instrumental in the firm’s expansion within the Hudson Valley region. Bonnie has 30 years of professional planning experience, including: preparation of comprehensive plans, land use and zoning regulations, design guidelines, brownfield opportunity area programs, and environmental impact statements; consensus building and public participation; representation of municipal boards; and, assisting and managing the land use application and environmental review process for municipal and private clients. Ms. Franson graduated cum laude and departmental honors with a B.A. in Biology from Bucknell University, and a masters in City and Regional Planning with graduate honors from Rutgers University. Bonnie has an advanced AICP certification as a Certified Environmental Planner (CEP) and is licensed to practice professional planning in the State of New Jersey. She presents an introductory course in New York planning and zoning topics for the Rockland Municipal Planning Federation annually and has written for the Talk of the Towns & Topics magazine. She was recognized in 2019 in the field of Women in Real Estate in the New York Real Estate Journal. She is the present Chairperson of the Town of Monroe Planning Board.

Maximilian Stach, AICP

Maximilian Stach, AICP is a Partner in NPV’s Hudson Valley Office. He recently served as Vice President and Principal Planner for Turner Miller Group. Mr. Stach has 20+ years of professional planning experience and maintains a professional certification with the American Institute of Certified Planners (AICP). Mr. Stach is responsible for comprehensive master planning, the drafting of zoning amendments, the preparation and review of SEQRA documents, as well as the preparation of focused studies analyzing various land use, zoning, and environmental issues and conditions. He is also responsible for municipal planning services for numerous communities throughout Hudson Valley and Long Island. Mr. Stach is a guest presenter at the New York Planning Federation Annual Conference and has provided instruction to Land Use Boards on behalf of the Rockland County Planning Federation.

Brant A. Reiner,

Brant A. Reiner is a Partner at NPV’s Long Island Office with over 20 years of experience that stems from his in-depth knowledge of environmental planning and development. His skillset spans from land use and environmental planning to high quality scientific and regulatory analysis. Brant has a thorough understanding of the municipal review and regulatory processes. His expertise includes all forms of coastal management, shoreline stabilization, wetland preservation and restoration, sustainable landscape projects, environmental analysis, land use, planning and feasibility assessment, SEQRA administration, permitting, municipal support, project review and presentation, and board representation. In addition, Brant manages the ecological and regulatory specialists of NPV.

Charles Voorhis, CEP, AICP

Charles Voorhis, CEP, AICP is a founding member of NPV. Mr. Voorhis is a member of the American Institute of Certified Planners (AICP) and is a Certified Environmental Professional (CEP), having over four decades of experience in environmental planning on Long Island and the New York metropolitan area. Mr. Voorhis is experienced in managing large and small projects for private and municipal clients including regional environmental planning, downtown revitalization and action planning, Generic Environmental Impact Statements and environmental analysis/assessments, stormwater management, wetlands and coastal management, economic analyses, and Phase I/II environmental site assessments. Mr. Voorhis provides environmental planning service representation to Long Island Towns and Villages.  Mr. Voorhis assists with guidance and management of the firm working together with the partnership to serve client needs.
